The Key Rule: Passenger Count Determines Licence Class

In New Zealand, the licence class you need to drive a passenger vehicle is based on the number of passengers the vehicle is designed to carry — not the number of people actually in it on the day.

Class 1 Licence — What You Can Drive

A standard New Zealand Class 1 licence (the regular car licence most people hold) allows you to drive vehicles carrying up to 8 passengers excluding the driver. This means:

• A 12 seater minibus (11 passengers + driver) — YES, Class 1 is sufficient
